The card hit a limit on the number of withdrawals or charges allowed within a period set by the issuer.

Why it happens
- Too many transactions on the card within the period.
- A daily or per-period count cap was reached.
- Repeated quick retries used up the allowance.

Once the limit window resets, the same card often works. Space retries out rather than attempting repeatedly.

Space retries well apart so the limit can reset, and suggest the customer wait or use another card.
